^^^what he said. There weren't any tacklers but the caldari are sitting next to stasis towers when they decloak. As long as you don't go too close you won't get webbed.

Turrets means turrets. It does not affect launchers. It is however one of the best implants ever since it works on small/medium/large lasers/hybreds/projectiles.

I used to use a shield tanked Arty tempest before I switched to my Sliepner. If you are going to use ACs then you should switch one of the cap rechargers for a web. The tank should be fine.

Gallente do thermal and kinetic damage, mostly thermal. Drop the EM hardener and sheild extender and put on a kinetic hardener and a second thermal hardener. Maybe switch the tractor beam for a 150mm railgun to kill frigates faster.
